I have the honour to acknowledge the receipt of your Despatch No. 425 of the 19th December last, relative to the position of Mr. Nolan in respect of the new Interpretation Scheme,

In reply, I have to inform you that it was not contemplated that European Interpreters should come under the Interpretation Scheme, and the scale of salaries was framed for Chinese. The Interpretation Committee recommended the engagement of a good European Interpreter for the Magistracy, and it was decided that the Chief Interpreter at the Supreme Court should also be a European, but as it is very improbable that Europeans of good social position and having the necessary qualifications will be found in the future to fill those posts, no recommendation was made.

Mr. Nolan, who is a European, entered the Service under a different scheme than that which has been recently framed for Interpreters of Chinese nationality, and the remarks contained in Sir Henry Blake's Despatch No. 141 of the 3rd April, 1900, regarding the difficulties of obtaining competent European Interpreters are applicable to the case of Mr. Nolan, who, being a competent European Interpreter
